The Ukrainian government says there are thousands of people like Dima, civilians arrested by Russia who have been held in arbitrary detention for years. In the early weeks of the war, Russian troops took over their home, parking their tank in the garden and stealing anything of value. Following the full-scale invasion of Ukraine, Russia opened a second pre-trial detention facility in Simferopol, SIZO No. Detained civilians, however, are stuck in limbo. It was the biggest price paid for a soccer team, and for a while the biggest price paid for a sports team anywhere in the world. And the enormous proceeds were to create what would be one of the biggest humanitarian charities ever established. But 13 months after the forced sale of Chelsea F.C. after the British government sanctioned its Russian oligarch owner, Roman Abramovich, the charity has yet to be established and not a cent of the $3.1 billion (2.5 billion pounds) has gone toward its intended purpose: providing aid to victims of the war in Ukraine. The government’s permission is required before any transfer of the money from a frozen bank account to the charity, to ensure that none of the money is funneled to Russia, or to Abramovich.

In Somalia, nearly half of the 17-million-strong population depend on humanitarian aid. An estimated 43,000 Somalis—around half of them children under the age of 5—died from the effects of a devastating regional drought last year and thousands more are expected to die in the first half of 2023, according to a study published Monday by Somalia’s health ministry, the World Health Organization and the United Nations Children’s Fund. The Horn of Africa region has experienced five consecutive below-average rainy seasons since 2020, leaving some 22 million people across Ethiopia, Kenya and Somalia without sufficient food and water to meet their daily needs, according to the World Food Programme. No country has been hit harder than Somalia, where the drought has coincided with a government campaign against al Qaeda-linked militants and nearly half of the 17-million-strong population depend on humanitarian aid.

The first charge to which Elkorany pleaded guilty pertained to his denial to the FBI that he raped Victim 1 after she reported it to the United Nations. When Victim 2 spoke, she said Elkorany posed as a feminist who cared about issues facing women as he preyed upon friends and acquaintances. Prosecutors said Victim 2 met Elkorany when she worked for a U.N. organization, and she was drugged and sexually assaulted on multiple occasions between 2014 and 2019 in the United States and Iraq. From October 2013 to April 2016, he worked for the United Nations Children’s Fund in Iraq, and from July 2016 to April 2018 as a U.N. communications specialist in Iraq. “The United Nations welcomes the efforts of the United States authorities in ensuring that Mr. Karim Elkorany is held to account for his criminal conduct,” he said.
